Modular building kits plus rules give you variety without modeling every building. Epic's City Sample builds a 4 km city this way.
How to do it
- Buy or model a modular kit in Blender.
- Generate building variety by rules.
- Lay roads with splines.
- Dress interiors with modular rooms plus PCG clutter.
